If any "A" category land has been encumbered by a tenant or mortgagee, the compensation to be received under this Act shall be received by the person who has taken the lease or mortgage. However, if the amount of compensation is more than the amount owed by the person receiving the benefit or vision, the person giving the pleasure or vision will receive the higher amount according to the manner written in the schedule, and if it is less, the person who is enjoying or vision will not be entitled to claim against anyone, including the receiver.
